The Creator, who fashioned woman, knew her power and her character, as well as her capacity to build or to destroy — as Shlomo Hamelech says: "The wisdom of women builds her house; the foolish one tears it down with her own hands." Thus, building or destruction depends on whether a woman is wise or foolish, and this is why Moshe was commanded to address the women first, to explain to them the beauty and necessity of the Torah and its Mitzvot, and to encourage them to observe them scrupulously.
